Charles has over 30 years in engineering, and management that drive revenue growth and increase share in the Public Sector and Federal market. Throughout his distinguished career, Charles has demonstrated a passion for technology and applying novel innovations that drive market disruption from small companies to large Fortune 500 companies. Charles has managed and captured over $2 billion dollars in revenue over his career.

Charles has been a “Mission First” transformational leader with demonstrated record in planning and leading corporations that drive growth, contribute profitability, and increase share within the Public Sector and Federal market. Strategic and tactical expertise includes managing P&Ls, attracting key personnel, developing business plans, and providing client-focused solutions. Established
strategic relationships with C-Level executives through robust contacts, name recognition, and credibility within US Government (USG). Strong background in leading engineering, management, sales, legal, and marketing teams in the USG territory for large Fortune 500 Companies, with demonstrated experience in placing emerging capabilities into major government programs.

In his current role as IBM Quantum Computing Public Sector leader, he is responsible for preparing the National
Security Community for the Quantum Computer Age. Charles also drove the formation of the IBM HBCU Quantum Computer Program. Charles was previously CEO of Computer Resource Company (CRC), prior to this role, Charles was Oracle Corporation’s Director responsible for the DOD & Intelligence Community (IC) Software Business. Prior to that role, Charles was Managing Principal for Verizon’s Global Intelligence Business. Charles established the National Security Group (NSG) line of business after the sale of Verizon Federal Network Systems (FNS) and was a key member of Verizon Federal’s Senior Leadership Team. In this position, he set the new vision, hired a new team/transitioned and managed the (CIA, NSA, NRO, NGA, DIA, DNI) business.

Charles also managed the Defense & Intelligence business for IBM. Charles directed a matrixed team of Software,
Hardware, and Services executives. Prior to that, Charles was National Federal Sales Manager and Strategic
Architect at Sun Microsystems, where he drove innovation for all Trusted Computing Assets in the Defense and
Intelligence community; was a Systems Engineer at BAE; Test & Evaluation Engineer at Lockheed Martin in the
USG; worked for Hewlett-Packard in Surface Mount Manufacturing as a Test Engineer; and worked at the National Institutes of Health (NIH) in R&D as a Software Developer. Charles has been a software developer, circuit board designer, and tester. Charles also worked in Satellite command and control. Charles graduated from Howard University with a Bachelor of Science in Electrical and Computer Engineering. Charles also has a Master of Science in Electrical and Computer engineering from Johns Hopkins University. Charles started his career in the United States Navy.
